DISCUSSION:

The City’s infrastructure is aging, and the built environment is in dire need of attention.

To address these critical issues, the city manager is requesting City Council’s permission to reallocate the current Deputy Director of Public Works – Operations and Maintenance position as a Deputy Director of Public Works – City Engineer position as deemed appropriate to fulfill the City’s needs.

In the City Manager’s analysis, an additional engineer can best address the structural and infrastructure issues that are prevalent throughout the city. An experienced engineer, through their knowledge and expertise, can identify the problems and effectively remedy situations quickly based on their technical training. In addition, the Deputy Director of Public Works – City Engineer role can also oversee operations and maintenance and dispatch City staff to address these issues efficiently to meet the needs of the Richmond community.

FISCAL IMPACT:

Given the number of vacancies, at this time, there is no net fiscal impact for amending position control to provide the option of reallocating the Deputy Director of Public Works - Operations and Maintenance as Deputy Director of Public Works - City Engineer.

Compensation for subsequent fiscal years will be budgeted as needed.

SUMMARY:

To summarize, the resolution will grant the city manager authorization and flexibility to consider amending the City’s position control list, effective September 20, 2022, as follows:

Reallocation
Current New
Deputy Director of Public Works –
Operations and Maintenance
Deputy Director of Public Works – City
Engineer

RECOMMENDATION:

City staff recommends that City Council adopt a resolution granting the City Manager permission to amend the City’s staffing (i.e., position control) list and reallocate Deputy Director of Public Works – Operations and Maintenance as Deputy Director of Public Works – City Engineer, if the City Manager deems it appropriate to fulfill the City’s needs.
