DISCUSSION:

On July 22, 2021, the City Council authorized execution of a 3-year contract in the amount of $345,000 with Groundwork Richmond to allow its function as the Urban Forestry Project Administrator. The mission of Groundwork Richmond is to bring about the sustained regeneration, improvement, and management of the physical environment by developing community-based partnerships which empower people, businesses, and organizations to promote environmental, economic, and social well-being.

Groundwork Richmond will continue to coordinate and administer the overall program, working with the City to ensure that the tree planting component is consistent with City requirements and is documented within the tree inventory and tracking of Greenhouse gas data. Additionally, Groundwork Richmond will be responsible for administrative details including reporting to funders, monitoring, collecting, and reporting data of all partners to appropriate sources and continuing to work with partners to develop additional resources for building Richmond’s urban forest.

During the budget entry process for FY 2022-2023, this $100,000 allocation was not entered, and consequently was left out of the approved budget. The proposed resolution will approve a $100,000 budget amendment to fund Groundwork Richmond’s second year of their previously approved three-year contract.
