AGENDA
REPORT
October 4, 2022
RECOMMENDED ACTION:
ADOPT a resolution amending the salary schedule to
revise the salary ranges for Communications Dispatcher
I/II, Engineer I/II, Associate Civil Engineer, and Senior Civil Engineer; AMEND authorized staffing (i.e., position control) to add two (2) Parking Enforcement
Representatives to the Police Department; and
APPROPRIATE funds for associated wages, salaries,
and compensation for two (2) Parking Enforcement
Representatives positions – Human Resources (Nickie
Mastay/Sharrone Taylor 510-620-6602).
DISCUSSION:
City Council approval is required to amend the publicly available salary schedule, amend position control, and appropriate funds for associated wages, salaries, and compensation.
Human Resources is requesting:
Amend the salary schedule to change the salary range for Communications Dispatcher I/II, Engineer I/II, Associate Civil Engineer, and Senior Civil Engineer Amend position control to add two (2) Parking Enforcement Representatives to the Police Department’s authorized staffing (position control).
SEIU Local 1021 (“SEIU”), IFPTE Local 21 (“Local 21”), and the City Manager support these actions.
Communications Dispatcher I/II:
The City of Richmond’s Communications Center is the busiest center of the ten centers located in our county. It is important that these front-line essential workers are paid a competitive wage. Currently, the salary ranges for Communications Dispatcher I/II salary ranges are below market. Once the ranges are brought to market, the City can retain the current staffing levels, be competitive in the current labor market, and attract high-quality candidates.
Senior Civil Engineer:
Engineers are in high demand and the search for qualified candidates is highly competitive. The City of Richmond’s Senior Civil Engineer salary ranges are well below market, which is adversely impacting recruitment efforts. The City has conducted two recruitments in the last year, and none yielded an appointment. Additionally, the City’s built environment is in dire need of attention. By increasing the salary range to market, the City will be able to recruit and retain superior candidates for civil engineer, which in turn will have a positive impact on the City’s built environment.
October 4, 2022
Additionally, the salary ranges for Engineer I/II and Associate Civil Engineer should also be revised to bring the ranges up to market, and ensure the Engineer series as a whole is in alignment. There is no immediate fiscal impact to this change.
Parking Enforcement Representatives:
The City is continuing its efforts to recruit employees who provide direct services to the community. The Parking Enforcement division assists with ensuring that the City’s environment is free of abandoned vehicles and their efforts also generate revenue for the City of Richmond.
Prior to the pandemic the division was fully staffed with five (5) parking enforcement officers. The current abandoned vehicle list is over 200 vehicles long and the division is in dire need of support. Currently there are three full time equivalent Parking Enforcement Representative positions (two filled and one vacancy pending appointment). The City is requesting the addition of two more Parking Enforcement Representatives positions to fully cover the City in efforts to clear blight and generate revenue.
FISCAL IMPACT:
The annual salary and fiscal impact figures reflected below are estimates based on the current salary range and benefits costs projections. Actual salary and benefits costs will be determined once the vacancies are filled, or incumbents are granted the appropriate salary step per the respective memorandums of understanding and Human Resources policy.
