AGENDA
REPORT
October 4, 2022
On July 25, 2000, the Richmond City Council adopted Resolution No. 141-00 authorizing the Employment & Training Department to administer workforce investment funds and the Employment & Training Director to serve as the administering signatory on behalf of the Workforce Investment Board and the City of Richmond. However, both titles, Workforce Investment Board and Employment and Training Director are no longer in use.
First, the Richmond Workforce Investment Board was established in the City of Richmond by Resolution No. 32-00 and subsequently renamed by Resolution No. 107-15 as the Richmond Workforce Development Board. Then, on November 23, 2021, the Richmond City Council restructured the City’s organization chart and in doing so, eliminated the Employment & Training Director position and created a Deputy Director of Community Services, Employment & Training position instead. Consequently, the California Employment Development Department (“EDD”) will no longer accept Resolution No. 141- 00 as signatory authority to receive workforce development formula funds for the City of Richmond as the position title designated therein no longer exists.
To resolve this issue, the EDD requested an amended resolution retroactively effective as of July 20, 2022. Unless otherwise noted (per designee assignment), it is also understood that the City Manager is authorized to serve as the administering signatory or authorized representative for grant agreements. Therefore, the resolution has been revised accordingly.
City staff recommends City Council approves the amended resolution. If Resolution No. 141-00 is not amended to update the name of the Richmond Workforce Development Board and grant signatory, Employment & Training will no longer be eligible to receive workforce development dollars from the State of California.
