JOINT RESOLUTION OF THE COUNCIL OF THE CITY OF RICHMOND,
CALIFORNIA AND RICHMOND WORKFORCE INVESTMENT BOARD ( RWIB ) FDR DESIGNATrnG ADMINISTERING AGENCY AHO SIGNATORY
AUTHORITY FOR THE WORKFORCE INVESTMENT FUNDS

lllu lEREAS, the Richmond City c.ouncil acknowledges that the City . of Richmond shall be liable to the State of
California Employment Developme.nt Department for all
funds not expended in accordance with the City of
Richmond Workforce Investment Local Plan and the
implementing egulations, and shall return such funds to the Employment Development Department, and
WHEREAS; the Richmond City Council, as authorized by
t.he Richmond Workt:orce Investment Board, designates the Employment & Training Department to administer Workforc::e Investment funds and other state and local funds, and
NOW, TREREFORlil, BE IT RESOLVED, that the City of
Richmond and the Richmond lforJ(force Investment Board
authorize, through the designation set orth above, the
Employment & Training Directr to execute and sign all
Workforce Investmnt plans, modifications, adjustments,
grarits, grant applications, subgrant agreements or any other documents with or re ired by the State of
California Employment Development Department, the United St.ates Department of Labor. or any other state or federal agency .
AND BE T li'URTHER RESOLVED that this signature
authority is effective until secifically revoked.
