STATEMENT OF THE
ISSUE:

The Port of Richmond is responsible for completing
maintenance of its berths to ensure tenants’ vessels may use the facility. The Point Potrero Marine Terminal’s
berth 7 and 8 have pavement distress that is creating a hazard for dock workers. The Port’s tenant, Auto
Warehousing Company, has requested the Port complete
repairs. The Port seeks to award a construction
agreement with QA Constructors, Inc. to complete the
work.

RECOMMENDED ACTION:

APPROVE an agreement with QA Constructors, Inc., in
an amount not to exceed $64,000, to complete general
pavement repairs at the Point Potrero Marine Terminal – Port Department (Shasa Curl/Lizeht Zepeda 510-620-
6653).

DISCUSSION:

The Port of Richmond’s terminals require regular maintenance to ensure they allow safe operation. The Point Potrero Marine Terminal’s (PPMT) dock has several expansion joints that have openings that create tripping hazards. This project will repair the joints as well as eliminate cracks in asphalt pavement. In addition, the project fills a World War II era electrical vault that has distress and is creating a sinkhole.

In early August 2022, the Port advertised the project for bid using the City’s Bids Online system. The Port received three bids including:

Bidder Bid Value Location
QA Constructors $54,000 San Francisco
WR Forde $58,250 Richmond
Ghilotti Brothers $69,750 San Rafael

The lowest, responsive, and responsible bidder is QA Constructors, Inc. WR Forde is a Richmond contractor and qualifies for a rating incentive of five percent (5%). With this incentive, their bid would be $55,338, which is still higher than QA Constructors.

In the original bid request, the Port included a $10,000 allowance to account for unforeseen field conditions. However, the Port now seeks to add another $10,000 to complete additional pavement repairs, which would be paid on a time and materials basis. Thus, the total value of the contract with QA Constructors includes $44,000 for the base items and a $20,000 additional allowance, for a total not to exceed value of $64,000.

The Port anticipates the work will require about fifteen days to complete.
