DISCUSSION:

Point Molate is located on the San Pablo Peninsula approximately 1.5 miles north of the Richmond-San Rafael Bridge. Beginning in 1942, Point Molate served as a U.S. Navy fuel storage and transfer facility. It closed on September 30, 1995, under the U.S. Department of Defense Base Realignment and Closure Act of 1990. City staff members are providing an update on maintenance, abatement, security, and park activities at Point Molate for the month of September 2022. City staff is continuing to work with the Guidiville Rancheria representatives to sort out responsibilities for City land and Guidiville land.

Maintenance Update – Public Works

Parks Maintenance Division

The Parks & Landscaping Division is servicing Point Molate one to two times a week, usually on Tuesdays and Thursdays, during the heavy season, abating trash and emptying trash receptacles. The portable toilet was vandalized this month and is scheduled to be replaced.

Point Molate is in a high severity fire zone. The Parks Maintenance Division has a contract with Forester & Kroeger Landscaping to support landscaping efforts. The contractors visited the site approximately nine times this month. Work for the month of September 2022, included weeding around the historical cottages, hillside road and tank top vegetation clearance, and removal of Eucalyptus Detritus debris by the gates.

Facilities Maintenance Division

The Facilities Maintenance Division work for the month of September 2022, at Point Molate consisted of monitoring gates and access points, driving on Stenmark Drive to Terminal 4 monitoring for stolen or abandoned vehicles, painting over graffiti, removing litter, running pumps, checking hillside roads for downed trees, re-securing buildings when breached, contacting the Richmond Police Department (RPD) for trespassers and making repairs to fencing and trash receptacles at the beachfront park, and responding to maintenance requests from City staff member, Craig Murray. City staff members have communicated concerns of trespassers attempting to steal metal to RPD and the security company, Allied Universal.

Abatement Division

Beginning August 17, 2022, the Abatement team added to their weekly route two Point Molate visits to monitor and abate illegal dumping on Stenmark Drive. The Abatement team visited the site approximately eight times in September 2022. Illegal dumping materials included carpets, lumber, and bags of trash.

Security Contract Update

The Police Department, in collaboration with the City Manager’s Office, completed a staff report and contract with Allied Universal for City Council’s consideration in October, to transfer the security services back to the City of Richmond and pay any outstanding invoices. Winehaven Legacy was in contract with Allied Universal to provide security services at Point Molate and made direct payments to the security company. Winehaven Legacy stopped making payments to Allied Universal in January of 2022. Once the

security contract is executed and in good standing, City staff members will convene meetings with security personal to address concerns and challenges.

Point Molate Beach Park Activities Update

Point Molate Beach Park has two regular volunteers, Charles Smith, and Joe Puleo, supporting the City of Richmond upkeep of the public areas including the parking lot, kiosk board, picnic table areas, fence lines and the Point Molate Beach Park clear and free of rubbish and debris. Additionally, there are volunteer activities throughout the year that support with the upkeep and cleanliness of the Beach Park.

During the September 2022 period, updates were received from the volunteers for 9/6, 9/13, 9/20, 9/27, below is a summary of the updates:

 9/6: Update from volunteers - Report of An Almost Perfect Park! Report comments include the park looks great; the dead fish are off the beach; the porta-potty is clean but up to the top. Further comments included: My comments about Point Molate are correct. It is clear that the City is working hard to improve the park and most visitors are appreciative. On some occasions, I've seen visitors cleaning the beach and the park. If anyone harms Point Molate park it is the party-drinking individuals who are totally indifferent about the park rules. For the record, there are many used prophylaxes at the end of the parking lot and elsewhere. Finally, there are cigarette smokers who use the parking lot and the park itself as their ashtray. I do believe the City is winning the war and the best way to win is to enforce your own rules.

 9/13: Update from volunteers – The park was in very good shape. However, the presence of alcohol was very noticeable. The parking lot had fresh bottle caps and there was a box of empty beer bottles below the ridge of the park. The beach was clean, except for the large case of beer. The toilet was cleaned on 9/12. Again, no company is going to send out a truck every day to clean the porta-potty. It is up to us to check the porta-potty every day. The city should check it out and bring toilet paper. The Park itself is a very special place. People come there to meditate, play on the beach, exercise, have picnics, paint landscapes, fish, and use paddle boards, canoes, and kayaks, I've seen them all. I do believe that if we all work

together things will only get better. For years volunteers brought the park back to life. Now it is the smaller items that need fixing. Cleaning the park, and beach, for example, is no longer backbreaking work. It's some of the minor problems that can be resolved easily without big money or for that matter any money. For example, the garbage left in the porta-potty should be cleaned up whenever needed by us except for the day the company cleans it. If the temperatures start going down fewer people will visit the park, or so I think. This will make everyone's job easier. It will also open opportunities for projects that people may have been thinking about all along. Keep thinking about possibilities.

 9/13 Update from City Staff (Craig K. Murray) to volunteers and Public Works - The Beach Park lawn areas look freshly mowed and clean, and there was one green trash can with graffiti. Met up with Steve Fisher, Vector Control Inspector of the Contra Costa County Mosquito and Vector Control District visiting Point Molate.

Mr. Fisher may be accessing sites soon and was advised that District Tick Warning Information has been posted in the Beach Park. He was also advised that District Marketing staff can contact Craig if any other public notice information should be posted in the Park Kiosk Board. Craig also informed Mr. Fisher of large water retention basin areas in Point Molate and the Constructed Wetlands; These may be features to look at more closely in future. Craig requested City staff to remove the graffiti on the green garbage can.

 9/20: Update from volunteers - Report of Point Molate is in great shape except for the alcohol and cigarette trash in the parking lot. The roadside of the park needs cleaning.

 9/21: Update from City Staff (Craig K. Murray) to volunteers and Public Works – Reported on best practices from Tahoe City lakefront “Commons Beach” park improvements. Pictures of the cigarette butt containers forwarded. Additional note of an App called Litterati that helps ID type, number of litter, and ways to get back to the original producer and interest in engaging this app and product producer liability. Litterati said the #1 litter item is cigarette butts.

9/27: Update from volunteers - Another great day at the park. Visitors have been tossing garbage off the edge of the road on their way out. At times, it is so bad that one must go to the bottom of the rim to retrieve the bottles, bags, diapers, etc. The porta-potty is in great shape. Finally, management needs to know and act on the bulletin board being used to post illegal campaign material.
