provided to Booker T. Anderson Community Center, for a
new contract total amount not to exceed $2,018,253, and an extended term through December 31, 2023, utilizing
the first one-year additional time extension – Police
Department (Chief Bisa French 510-621-1802)

DISCUSSION:

The Police Department has worked as the liaison between various City departments and Allied Universal Security Services. Due to an increase in criminal activity near or on City property, the Police Department is requesting a continuation of the services already being provided at the Civic Center Campus and Library, as well as, adding additional security services to Booker T. Anderson Community Center through December 31, 2023.

In response to the Covid-19 pandemic and to ensure continued safety, a first contract amendment was approved in late 2021 to add a dedicated security officer to maintain the front desk, and to improve the overall customer service and security at City Hall during normal business hours. The guard provides the following services:

 Conducts periodic foot patrols inside and around the City Hall building.  Staffs the reception desk and greets patrons and visitors.  Monitors a phone line at the reception desk.
 Provides access to individuals with appointments.
 Ensures visitors are signing in/out and receiving visitor badges.  Directs visitors to the correct City or County department.  Monitors CCTV surveillance system at reception desk.
 Receives packages and deliveries.
 Monitors visitor compliance with COVID-19 guidelines.  Maintains daily logs of visitors who are unable to reach City staff so appropriate follow-up can be made.
 Follows post-orders as provided by the City Manager’s Office

In early 2022, a spike in crime was noted on the outskirts of the Civic Center Campus, notably at the library, where individuals loitered during business hours and car vandalism occurred. Following requests from City staff, a second contract amendment to add additional guards to the Library area was approved in May 2022. The additional security would focus on ensuring employees were able to walk to their cars safely, and monitoring the Children’s area to keep it from being occupied by the unhoused.

In mid-2022, Booker T. Anderson Community Center suffered from a rash of burglaries following a fire that closed the center. Following an emergency justification, a third contract amendment was approved in July 2022, to set up services at the Community Center twenty-four hours a day, seven days a week, with one guard on-duty at all times, while the City awaits funding for repair services. It has been determined that one on- duty guard is not sufficient to deter crime. Funding is necessary to provide: a second guard to allow for backup during the night shift; a portable toilet rental as a working restroom, and a vehicle for the guard’s safety when necessary.

The proposed fourth contract amendment will increase the total contract amount by $834,555, including $495,000 for services provided at the Civic Center and Library campuses, as well as $339,555 for services provided to Booker T. Anderson Community Center, for a new contract total amount not to exceed $2,018,253, and an extended term through December 31, 2023, utilizing the first one-year additional time extension.
