DISCUSSION:

On April 29, 2022, the Richmond Public Library was awarded a grant for $250,000 by the California State Library for the design and construction of a new Bookmobile. This grant includes $19,100 for a consultant to assist Library staff with designing and procuring an appropriate customized vehicle. City Staff research identified Specialty Vehicle Services, LLC, of Franklin, Wisconsin (SVS) as the sole independent consultant available, and a sole source justification was approved by the Finance Director on August 31, 2022 (Attachment 1). SVS will be responsible for developing specifications in consultation with City staff, recommending qualified vendors, overseeing construction, and completing an inspection report (Attachment 2). The total cost for the services is $20,300 and will be funded from the grant ($19,100) and Library Impact Fees ($1,200) (Attachment 3).
