DISCUSSION:

PAYROLL SUPERVISOR
The payroll supervisor position within the City’s Finance Department is vacant. This position has been difficult to recruit for in the past. The Finance Department, in collaboration with the city manager and the Human Resources Department, assessed its organizational structure and departmental needs for the Payroll Unit. City staff believes it is more appropriate to have a managerial position with responsibility for the AGENDA
REPORT

overall management of the City’s payroll system and staff within the unit, rather than a supervisory position.

Due to the sizable magnitude of the City’s payroll, it was determined that a managerial position is better than a supervisory position. City staff recommends retitling and revising the classification of Payroll Supervisor to Payroll Manager. The duties are the same but are expanded to include a wider scope of oversight and management-level responsibilities. The Payroll Manager position will direct and manage payroll operations for the City, including the management of staff. The Payroll Manager will provide oversight of all payroll practices, reporting requirements, implementation of changes and system updates including policies and procedures, and participate in costing and financial modeling related to negotiations as assigned by the Director of Finance. The Personnel Board approved the retitling of the Payroll Supervisor classification to Payroll Manager and the associated edits to the job specification on October 27, 2022.

The Human Resources Department is now bringing forth a proposed revision to amend the City’s salary schedule by retitling the Payroll Supervisor classification (job class code 2354) to Payroll Manager, and increasing the salary to grade 64 ($7,684 – $9,322 monthly).

DEPUTY DIRECTOR PUBLIC WORKS – CITY ENGINEER

The City’s infrastructure is aging, and the built environment is in dire need of attention.

To address these critical issues, the city manager is requesting amending the Deputy Director of Public Works – city engineer salary range to attract and retain qualified candidates. In the city manager’s analysis, a licensed engineer in a deputy director position can best address the structural and infrastructure issues that are prevalent throughout the City. An experienced engineer, through their knowledge and expertise, can identify the problems and effectively remedy the situation. In addition, the Deputy Director of Public Works – City Engineer role can oversee operations and dispatch City staff to address these issues efficiently.

The Human Resources Department is now bringing forth a proposed revision to amend the City’s salary schedule by increasing the salary of Deputy Director of Public Works – City Engineer to grade 3.1Z ($13,495 – $16,869 monthly).
