STATEMENT OF THE
ISSUE:
Umoja Akbar is applying for a vacant seat on the Design Review Board and David Plotkin is applying a seat left
vacant after the previous volunteer resigned.
RECOMMENDED ACTION: APPOINT Umoja Akbar, Design Review Board, Seat #4, Term Expires March 17, 2024; David Plotkin, Design

Umoja Akbar is a project manager at Tom Wilson Architect and is interested to help build a better Richmond with buildings, environments, and spaces that are aesthetically pleasing and functional for the entire community.
David Plotkin is an architect at William Duff Architects with over 26 years in the building design and construction field. David has volunteered with Habitat for Humanity, including as a co-chair for the Building and Site Committee, the Jewish Federation, including as a board member, and the Jewish Community Center, including as a member of the Building and Site Committee. David would like to volunteer their time and expertise to contribute to the positive growth of their home community of Richmond, California. With an emphasis in public and non-profit work, David will provide value to the Design Review Board in carefully balancing growth and equity for our diverse community.
