DISCUSSION:
The Housing Division is seeking City Council approval of a two-month extension of the current Rebuilding Together East Bay-North contract to continue providing encampment services and job opportunities for the unhoused. The original sole source contract was approved by the City Council on July 27, 2021. An Amendment No. 1 for time only was approved on August 1, 2022, to extend the term until November 30, 2022.
City staff issued a Request for Qualifications (RFQ) for Unhoused Services in August 2022. Responses were received for a range of services, including street outreach, hygiene interventions, employment programs, housing navigation, and operation of emergency interventions such as emergency shelters, safe parking programs, and cabin communities. City staff are working on evaluating the responses/qualifications received to recommend contracts and services to the City Council in support of unhoused residents of Richmond based on needs.
City staff are requesting that the current RTEBN contract be extended for two months to allow staff time to review and rank the qualifications received. This is necessary to continue to provide services at Castro and other encampments in the City.
Currently RTEBN, via their program Safe Organized Spaces (SOS), is providing the following services at encampments specified by the City:
1. Cleanup of trash and dumping
2. Mobile showers
3. Portable toilets and drinking water
4. Providing outreach to address local situations to improve public safety
5. Providing workforce training and job opportunities for the unhoused population
In addition, over the past year, SOS has created job opportunities for encampment dwellers, and some have successfully transitioned to stable housing.
The funds remaining in the current contract will be exhausted by November 30, 2022. In order to continue providing encampment services and job opportunities for two more months, additional funding of $166,504.72 is needed.
