Request to End Discrimination Against Elderly and Low Income Residents Dear Mr. Mayor, Honorable Council Members, and Madam Clerk:

I am writing to ask you to please consider ending discrimination wirth regards to access to City Council meetings for many Richmond residents who because of their age,

disability, and
low income do not have access to computers and WiFi. Hence, they cannot participate in the City Hall meetings.

Please allow me to explain the problem and propose a simple solution which allows us to keep the City Council meetings on Zoom, and at the same time make it accessible to all residents.

The problem:

Please meet below a resident, Mr. G who first shared the issue with me. https://nextdoor.com/p/GzJdcKhwB3Tf?utm_source=share&extras=MjYwODU0ODY%3D Mr. G is an example of a widespread problem; I met other elderly residents in the same situation who complained they are kept from accessing the City services and Council's meetings. Mr. G's complaints explain the problem: "
Mr. G complained about lack of access
to many services because he does not have a computer. According to Mr. G, who is only 71, many elderly people do not use computers or are not comfortable connecting to the worldwide web. Hence, providing public information and services just by email and Internet is discriminatory against the elderly. For example, Mr. G says he has donated blood to the Red Cross 333 times! But he has never been able to enjoy their gift cards because it is digital. Same goes for some discounts that require an email address. I enjoyed talking with Mr. G and believe he is raising a valid point. He asked me to raise this issue and I am doing it here and will be watchful of this issue in the future and will raise it with our officials." A neighbor responded: "Many elderly live on fixed incomes and have difficulty paying for smartphones, computers, internet and other associated costs. By the time they pay for rent, food, medications and gas, their extra funds are limited." A Solution: Staff-Assisted Computer Access at City Hall The city of Richmond already has computers and WiFi in libraries. But they are not accessible during the City Council meetings. Moreover, many elderly residents do not know how to use them because they have never used computers. The city could provide live broadcast by a TV at the City Hall. Having a computer with one city staff at City Hall during the Council meetings allows access to public forums, too. That is, the city council meetings will continue on Zoom and those residents who prefer attending meetings in person could go to the city hall where there is live broadcast, and a computer with one city staff to help them make comments as they wish.

This solution is simple and practical. It provides access to City Council meetings to ALL residents and there would be no discrimination based on age, disability, income, etc.

Thank you for your time and consideration.
