Re: 2023 ANNUAL RATE ADJUSTMENT
Dear Ms. Curl:
As provided for by the Franchise Agreement between Richmond Sanitary Service and City of Richmond dated July 1, 1986 and as amended July 1, 2003, collection service rates are to be adjusted annually by the October to October change (if any) in the Consumer Price Index (CPI) for the San Francisco-Oakland-Hayward Metropolitan Area for All Urban Consumers. The published October 2021 to October 2022 CPI change reflects an increase of 6.0%.
As provided for in the Franchise Agreement, the 2023 Annual Rate Adjustment is set at 3.25%, with a CPI overage of 2.75% + 0.57% from 2021, for a 3.32% carryover to 2024. This adjustment, to be effective January 1, 2023, is reflected in the attached Rate Charts. As you will note, there is a $0.16 per MSW cart per month reduction in the On-Call Curbside Bulky Item Collection Service charge, signaling a nominal decrease in program participation.
