AGENDA
REPORT
January 17, 2023
On Tuesday, January 3, 2023, at 8:18 pm, the City of Richmond Fire and Police departments responded to the 300 block of Seaview Drive for a possible landslide. As a response, the City of Richmond Emergency Operations Center (EOC) was activated to support the Seaview Incident. In addition, as the weather progressed, the EOC remained activated to monitor and support the January 2023 storm response.
Current Richmond Emergency Operations Center (EOC) Status
On January 10, 2023, the City’s EOC staffing transitioned from Partial Virtual Activation to Duty Officer status. Duty Officer status means that current duties continue, but the incident has reached a point where it is stable enough to be monitored by a designated Duty Officer. Deputy Fire Chief Aaron Osorio will serve as the Duty Officer. Moving to this status will allow EOC staff to scale back on daily briefings and focus on continued coordination of mitigation measures conducted by the Seacliff Homeowners’ Association.
The Duty Officer shall monitor the situation and if it worsens, Fire Chief Angel Montoya shall advise EOC Director, City Manager Shasa Curl, who shall ultimately make the decision to re-activate the EOC either virtually or in person.
Seaview Hillside Stabilization Efforts
The City of Richmond Public Works visited the site and took the photographs of the stabilization efforts. As of January 5, 2023, the Seacliff Homeowners’ Association’s contractor, Engineered Soil Repair, Inc., took over the hillside stabilization efforts. New corrugated drainage pipe was installed on January 11, 2023.
Other mitigation efforts were also enforced by the City’s Public Works Department, such as installing k-rails on Seaview Drive, and Seacliff turn lane closure. City staff will continue to monitor and assess the area, and safety personnel will continue to secure the site with the aid of Allied Security Services.
Fire Department Update
January 17, 2023
The Fire Department staff are in daily communication with Engineered Soil Repair, Inc.
Fire personnel are prepared to respond if significant hillside movement occurs. City of Richmond EOC Public Information Officers are continuing to field calls and update residents, as needed.
Evacuee Communication
As of January 11, 2023, evacuated residents are still unable to return to their homes.
Considering the situation, temporary accommodations remain available at the Hyatt Place in Emeryville through the morning of January 16, 2023, and any extensions will be communicated to residents, as appropriate.
