Works classifications; and APPROPRIATE associated
salaries, wages, and benefits as required – Human
Resources Department (Nickie Mastay/ Sharrone Taylor

DISCUSSION:

OFFICE OF THE MAYOR STAFFING AMENDMENT

Historically, the newly elected Mayor has the authority to select and staff their administrative team. Mayor Martinez has determined that his staffing should consist of a Management Analyst II, Assistant Administrative Analyst, and Secretary to the Mayor.

While these positions are appointed administratively, City Council approval is required to formally amend staffing (position control).

The Human Resources Department proposes a revision to the position control for the Office of the Mayor to add the above-referenced positions and delete the current administrative positions in the Mayor’s Office. The costs of the additional positions are covered by the current budget.

POLICE DEPARTMENT STAFFING AMENDMENT

The Police Department will be recruiting a Public Information Officer but in the interim is requesting a short-term Management Analyst II that will be responsible for assisting with the development of media strategies and supporting the Public Information functions.

The Human Resources Department proposes a revision to the position control for the Police Department to add the above-referenced positions. The costs of the additional position are covered by the current budget.

SALARY RANGE COMPACTION AND SALARY SCHEDULE CORRECTION –

DIRECTOR OF PUBLIC WORKS AND COMMUNICATIONS DISPATCHER III,

COMMUNICATIONS SHIFT SUPERVISOR, AND COMMUNICATIONS DISPATCHER

II (PER DIEM)

On October 4, 2022, City staff brought before the City Council amendments to the salary ranges for Communications Dispatcher I, Communications Dispatcher II, and Deputy Director of Public Works to address recruitment difficulties arising from non- competitive wages. Since amending the salary ranges, the City has successfully hired a highly-qualified Deputy Public Works Director, and the recruitment efforts for Communications Dispatchers have significantly improved.

After reviewing the salary ranges in the Communications Dispatcher class specification series, Human Resources staff recommend adjustments to the Communications Dispatcher III and Communications Shift Supervisor salary ranges to address salary

compaction. Salary compaction has also arisen between the salary range for the Director of Public Works and the salary range for the Deputy Director of Public Works.

Human Resources staff also wishes to correct an administrative error. Currently, the salaries for Communications Dispatcher II Per Diem (hourly) and Communications Dispatcher II (full-time) do not match. The full-time and hourly Communications Dispatcher II salary ranges must mirror for consistency and to allow for a transition for employees that opt to move from full-time to hourly and vice versa. Furthermore, an adjustment will bring the hourly wage up to market and thus attract more potential candidates.

The Human Resources Department is proposing a revised salary schedule to assign new salary ranges, which will correct the salary schedule, address the compaction issues, and ensure equity. The establishment of the new salary ranges will not immediately impact the current Director of Public Works salary but will impact the existing two (2) Communications Dispatcher II’s (Per Diem), three (3) Communications Dispatcher III’s, and four (4) Communication Shift Supervisors. The new salary ranges are retroactive to October 4, 2022, which is the date the Communications Dispatcher I/II salaries were approved by the City Council.

FISCAL IMPACT:

Below is a table that illustrates the comparison of the current and proposed salaries (rounded and not including benefits).
