General Plan 2030
The General Plan provides a policy
framework to help the City maximize key
opportunities and direct resources to
improve its quality of life and cultivate a
dynamic economy.
Promoting Richmond’s Diversity
Through Policy Framework
01 03
The General Plan is an inclusive city
framework intended to guide decision-
making
The General Plan aims to address the
physical, economic, cultural, and social
needs of all the people in Richmond
The General Plan promotes policies to
restore its traditional compact
neighborhoods

Richmond Race and Equity
Initiative (GARE)
“The Government Alliance on Race and Equity
(GARE) is a national network of government
working to achieve racial equity and advance
opportunities for all” – from
www.racialequityalliance.org
01 Joint project with Haas Institute for a
Fair & Inclusive Society and Race
Forward
A national network focused on
achieving racial equity
Eliminating racial disproportionalities so
that race can no longer be used to
predict success

31 Richmond Race and Equity Initiative (GARE)
Health in All Policies (HiAP)
01 02
03 Health in All Policies , or “healthy public policy,” is based on the idea that health starts with where people live,
work, learn, and play, and that community health is
influenced by more than individual choices.
Health Equity in Richmond
01 Health equity means taking specific actions to
eliminate the social and physical inequities that
influence our opportunities to be healthy
Richmond’s HiAP Ordinance recognizes that health
is not just something that occurs at a doctor’s
office or in a hospital, but rather health can be
found in the everyday decisions made in almost
every city department
Richmond’s HiAP is not an end into itself, it’s a
collective call for on-going action and attention
to the practices, programs and policies that can
further health equity, racial and social justice for
Richmond’s residents
32 Climate Action Plan (CAP)
The City is committed to equitably improving
safety, sustainability and health for all Richmond
residents.
Advancing Climate Resilience Locally
01 The CAP is a roadmap to reduce
greenhouse emissions, create jobs, and
prepare for the impacts of climate change
in our community
Expands and operationalizes the
community’s health and environmental
goals established in the General Plan 2030
Data related to the Climate Action Plan
implementation can be viewed at
www.transparentrichmond.org

33 The City of Richmond enrolled in the National
Research Center’s National Citizen Survey to
help City Council establish spending priorities
and community service delivery
improvement. The survey will help with the
following:
01 Asses the quality of community life
and services provided to residents
Track residents’ perceptions of service
quality, community amenities, and
public safety over time
Help make informed decisions about
how to allocate resources for the
people of Richmond
