DISCUSSION:

On July 19, 2022, the City Council approved the Fee Waiver and Partnership policy and application process to allow for partnering with outside organizations which can provide services that benefit the Richmond community and to provide support to organizations that provide a community service through an equitable process. Based upon this policy, City staff would like to enter into a partnership with R&R Hospitality Academy (R&R) and is bringing forth a Memorandum of Understanding with R&R for use of the kitchen at the Richmond Senior Center located at 2525 Macdonald Avenue to teach a culinary program to Richmond residents free of charge and to provide free meals to the seniors who participate in the nutrition program at the Richmond Annex and the Richmond Senior Center.

As per the below chart, R&R’s contribution towards this program amounts to $60,500.

The amount covers the cost of meals and free training to students who participate in the program. The cost to rent the kitchen would have been $19,928 if R&R were to rent this space for this program. Since this is a partnership between R&R and the City of Richmond, the cost to use the space will be waived. The net value for the City in this partnership amounts to $40,572.

City staff is seeking City Council approval to waive the fees associated with using this space for this program and to approve the partnership Memorandum of Understanding between R&R Hospitality Academy and the City of Richmond.
