DISCUSSION:
The City of Richmond is committed to implementing clean transportation strategies and increasing transportation equity in Richmond’s SB 535 designated Disadvantaged Communities (DAC). The Richmond Transportation Division has been tasked with implementing programs that align with the City Council adopted First Mile Last Mile Strategic plan, the Climate Action Plan (CAP), as well as other State and regional plans and policies to enhance Richmond’s transportation network, help advance the City’s efforts to build health equity, and to improve the environment through the reduction of local greenhouse gas emissions, criteria air pollutants, and toxic air contaminants.
On April 23, 2021, the Richmond Community Foundation received a notice of proposed award for the Clean Mobility Options Voucher Pilot program voucher in the amount of $1,000,000 to develop the Community Carshare Program:
https://cleanmobilityoptions.org/mpv-awardee-press-release/. The carshare program will be operated by Miocar and will provide a publicly accessible all electric carshare services and vehicle charging equipment within underserved communities. The Richmond Community Foundation (RCF Connects) has elected to grant the City funds to assist in the acquisition of publicly accessible charging infrastructure that will be used to support the Community Carshare program.
RCF Connects consulted with the Transportation division to determine the most efficient means to energize the new community carshare program. City staff recommended investing in solar charging due to the ongoing constraints related to inflated labor and equipment costs, costs associated with improving existing public facilities, and supply chain delays. Additionally, EV ARCs are 100 percent resilient, can be easily relocated, are equipped with battery backup storage, and can provide emergency energy or connected to other units to create flood proof micro grids during rolling power shut offs.
If this item is approved, the Transportation Division can complete the purchase and install the EV ARC within 90 days of contract execution. It generally takes six months to almost two years and less than half the cost to acquire electric service transformers,

panels, charging equipment Pacific Gas and Electric interconnections, trenching and additional charges for grid connected EV charging stations installations.
The City will piggyback off the procurement referencing contract ID 1-22-61-16 of the California statewide contract to acquire the solar charging equipment (Attachment 5).
The cost of one Beam EV ARC with one dual port ChargePoint station is $91,000 (includes a minor expense contingency in the amount of $2,150.26) is based on the most recent cooperative Contract with the State of California Department of General Services.
