DISCUSSION:

The Glen Price Group (GPG) was selected by Employment and Training in 2014 from the City of Richmond’s approved list of grant writers to develop and submit grant proposals to various local, state, and federal agencies. The contract amendment provides the work plan and serves as GPG’s written estimate to perform the work requested (Attachment 1). The estimate is not to exceed the amount of work to be performed on a customized basis to meet the requirements of Employment and Training.

As an independent contractor assisting with grant proposal development, the Glen Price Group will:

 Participate in and facilitate meetings with Employment and Training Division (ETD) and the Richmond Workforce Development Board (RWDB) staff and partners to develop and refine key elements of proposals/plans;  Develop proposal/plan content, drafts, and attachments necessary for the submission of final copies of grant applications per funder requirements;  Submit or support ETD to submit the final copy of the proposal/plan to the appropriate federal/state agency or another funder by agreed-upon target dates; and
 Provide copies of all drafts, outlines, requested records/data, and final products to appropriate ETD staff.

As Employment and Training is primarily grant-funded, the services provided by the Glen Price Group is essential to City staff’s ability to apply for grants and sustain the essential services provided to the Richmond community.
