STATEMENT OF THE
ISSUE:
The Department of Public Works is requesting City
Council approval for the purchase of twenty (20) 2023 4- door Police Pursuit Dodge Durango All Wheel Drive
Sport Utility replacement vehicles for use by the Police Department.
RECOMMENDED ACTION:
APPROVE the purchase of twenty 2023 4-door Police
Pursuit Dodge Durango All Wheel Drive Sport Utility
vehicles from Elk Grove Auto Group in a total amount not to exceed $975,000 – Public Works Department (Daniel
Chavarria 510-620-5478).

DISCUSSION:
The Fleet Maintenance division must replace twenty (20) police vehicles that have met and exceeded their useful lifecycle of seven years. The decision to replace a vehicle based on lifecycle includes the age, mileage, and repair costs over the life of the vehicle. The vehicle is then rated on a point system that is generated through an equipment replacement report. The highest number for each of these three factors is five for a total of 15 points. Once a vehicle gets to ten or higher, it should be added to the replacement list. All these vehicles are between 14.7 to 15 points due to either age, excessive mileage, repair costs, or a combination of all three ratings.
The new vehicles will meet updated air emission standards.
On November 16, 2022, a Request for Bids was posted for two weeks on BidsOnline.
As a result, 111 vendors were automatically notified of this posting. One responsive bid was received at the time the bid closed.

Based on the responsive bid received, City staff recommends the purchase of twenty (20) 2023 4-door Police Pursuit Dodge Durango All Wheel Drive Sport Utility vehicles from Elk Grove Auto Group. An additional $24,238.20 has been added to the approved amount in case of incidentals and/or necessary change orders.
