The City of Richmond has determined the following specifications for bidding purposes. The specifications referenced are not intended to be restrictive but descriptive of the type and quality of goods the City of Richmond desires to purchase. Bids for similar goods of like quality will be considered if the bid is fully noted. The City of Richmond reserves the right to determine products of equal value. Vendors will not be allowed to make unauthorized substitutions after award is made.

DESCRIPTION OF REQUEST FOR BID
The City of Richmond's Fleet Maintenance division is soliciting bids from qualified local vendors for up to twenty (20) 2023 POLICE PURSUIT RATED VEHICLES, NO EXCEPTIONS.
The bidding vendors must have the ability to supply vehicles with all of the following specifications:

Any additional products or change orders will be individually pre-approved in writing solely by Dee Karnes, Equipment Services Superintendent.
Winning vendor must supply, complete and file all appropriate Department of Motor Vehicle documents required to register the vehicle to the City of Richmond.
All prices shall be F.O.B., jobsite, Richmond, California. Please identify all taxes individually and separately from unit costs. The sales tax rate for the City of Richmond is 9.75%. The City of Richmond is exempt from Federal Excise Tax.
All deliveries will be made to the City of Richmond's Corporation Yard at 6 - 13th Street Richmond, California 94801, or an approved and established outside vendor for additional build-up during normal business hours (7:00 a.m. to 3:00 p.m.) All documents (i.e. delivery slips) will be furnished at the time of delivery and must be signed by an authorized person receiving the delivery. The name and address of the outside vendor will be supplied to the winning bidder.

Winning vendor must comply with all City, State and Federal laws, including minimum wage requirements and ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.
This bid request is not a contract.
BID SUBMITTAL
Base your responses upon the specifications and other pertinent information in this document.
All bids must be submitted on the Bid Worksheet only, signed and dated in the vendor's handwriting or that of a duly authorized agent. Additional information or correspondence must be on company letterhead. All information, prices, notations, and corrections must be in ink or type-written. Mistakes may be crossed out and corrections typed or printed adjacent to the mistake and initialed by the same person signing the Bid.
Include estimated delivery dates after receipt of our Purchase Order.

It is the vendor's sole responsibility to ensure the Bid is submitted to the correct location. Late, telephone and/or postmarks will not be accepted after 2:00 p.m., on Thursday, December 1, 2022.

TERMS OF BIDS
The City of Richmond reserves the right to reject any bids, all bids, or any part of a bid. The City of Richmond, reserves the right to reject the bid of any vendor who previously failed to perform adequately for the City of Richmond or any other government agency. The City of Richmond expressly reserves the right to reject the bid of any vendor who is in default on the payment of taxes, licenses or other monies due to the City of Richmond.
The submission of a signed bid will be interpreted to mean Bidder has agreed to all the terms and conditions set for in the pages of this solicitation.
Bids will be valid for sixty (60) days.
AWARD OF PURCHASE
Qualified bids will be evaluated according to cost.
When comparing bid submissions, Municipal Code 2.50.070 will be followed when a City of Richmond local business is present. This will be applied during the comparison process only.
The winning bidder will be published on BidsOnline within five (5) business days of the closing date.
All vendors doing business with the City of Richmond must complete the following must submit a W-9 Request for Taxpayer Identification Number and Certification form and a Vendor Supplemental Questionnaire Form. These forms should be completed as soon as possible after the award announcement and can be found on the City of Richmond website at www.ci.richmond.ca.us. The City of Richmond will not execute a Purchase Order without current vendor forms on file.
A Purchase Order will be issued by the Finance Department after City Council approves the purchase of goods. The Purchase Order will be furnished to the vendor as soon as it is available.
The successful bidder shall not have the right to sell, assign, or transfer, any rights or duties under the Purchase Order without the specific written consent of the City of Richmond. - 4-
BILLING AND INVOICING
Invoices submitted by the vendor for payments must reflect the established Purchase Order number, requestor name and location. Payment will be made by check within thirty (30) days after the receipt of an accurate invoice.
