Street Improvements West of and Across the Gap

STREET IMPROVEMENTS OVERVIEW
Beyond constructing a bridge across the Greenway Gap, street improvements are needed to provide safe connections for people walking or biking to and from the Greenway.

Improvements are planned for the area west of Harbor Way, North of Ohio Avenue, South of Macdonald Avenue, and West of San Pablo Avenue.

Improvements for people biking will include key safety and access improvements, such as installing protected bike lanes and closing bike lane gaps, implementing bike boulevards, and enhancing connections between the bikeway network at the Greenway.

Pedestrian improvements will include crosswalk enhancements, new bulbouts to shorten crossing distances, adding missing crosswalks, and increasing the number of access points to the Greenway from neighborhood streets. The Nicholl Park bridge will also be retrofitted to address security and accessibility issues.

Crossing Improvements
Crossing improvements will include bulbouts,
new crosswalks, and other crosswalk
improvements. Locations include Ohio Ave at
13th St, Marina Wy, 15th St, 17th St, 19th St, 20th
St, and 23rd St
; Chanslor Ave at 20th St
; and
Richmond Greenway at 20th St.

Neighborhood Traffic Calming
Neighborhood traffic calming will include elements like speed humps or tables, traffic circles, and raised intersections. Bike boulevards are considered on streets that have traffic calming treatments. Locations include 16th Street, Center Ave, 33rd St, and 45th St.

Parking Lot: Future Agenda Items –

01/23/23, Shasa Curl, City Manager City of Richmond Dear Ms. Curl, The Richmond Bicycle/Pedestrian Advisory Committee (R-BPAC) supports the City of Richmond’s application for the 2022/2023 Transportation Development Act (TDA) Article 3 fund. Because this grant program provides funding for a variety of purposes, Richmond proposes a project that includes bicycle safety education with Rich City Rides and improvements of the Richmond Greenway. City staff presented ideas to the R-BPAC where these ideas were explored, vetted, and decided upon in a collaborative process over several meetings. As R-BPAC understands, opportunities to fund education and improvements are rare. Both the lack of bicycle safety education and multi-use path improvements are serious issues in Richmond. The City has made significant investments in improving active transportation infrastructure in the eleven years since Richmond Bicycle Master Plan was created - creating this plan was one of the first projects the R-BPAC took on. But physical changes alone cannot create a safe environment for new or less-confident bike riders. Having bicycle safety education programming tailored to the City’s needs will go a long way to encourage more local residents to try out bike lanes and paths. Rich City Rides is a logical partner, as they are the established leader in the realm of bicycling in Richmond, often ride along the Greenway on their community rides, and Rich City Rides staff attend R-BPAC meetings and provide support to the group and the City in multiple ways. The Richmond Greenway is an important cross-town walking and biking route but has an unsafe access point at Carlson Blvd, where bicyclists either need to bike on the sidewalk or cross over four lanes of the busy street at an unprotected intersection. The improvement project will repair and widen this existing sidewalk to meet standards for a multi-use path, in essence extending the Greenway to the corner of Carlson and Broadway, where bicyclists can make a safer connection using existing bike lanes. This proposal comes from both the City’s draft Bicycle & Pedestrian Action Plan and the Richmond Greenway Gap Closure Study. The Richmond Bicycle/Pedestrian Advisory Committee urges the Contra Costa County reviewing committee to consider this multi-benefit proposal which was crafted in part by our organization. If awarded, this funding could create city-wide educational programming, and improve a section of the Richmond Greenway multi-use path. Sincerely, Dani Lanis Richmond Bicycle/Pedestrian Advisory Committee

Dear Shasa,

On behalf of Pogo Park, I am writing to articulate our enthusiastic support for the City of Richmond’s application for 2022/2023 Transportation Development Act Article 3 funding to improve the safety of bicycling via improvements to the Richmond Greenway as well as cyclist safety education.

Pogo Park is a community-based, 501(c)3 nonprofit organization that transforms dispirited city parks in Richmond’s Iron Triangle neighborhood into safe, green, beautiful spaces for children to play. Our second Pogo Park (Harbour-8 Park) is located on the Richmond Greenway, one of the main bike - walk routes through the central core of Richmond.

Over the past 15 years, Pogo Park has become more and more involved in creating safe passages for residents through the Iron Triangle neighborhood to walk, bike – and access our park.

We feel strongly that the proposed multi-use trail extension of the Richmond Greenway to the corner of Carlson and Broadway is an important bicyclist safety measure. It is recommended by both the City’s draft Bicycle & Pedestrian Action Plan and the Richmond Greenway Gap Closure Study. Cyclist safety education programming tailored to the City’s needs will encourage healthy use of bikeways and multi-use trails, while reducing cyclist conflicts with both pedestrians and motor vehicles.

Pogo Park hopes that Contra Costa County will approve this grant for creating city-wide educational programming for cyclists and improving a section of the Richmond Greenway multi- use trail.

All the best,

Toody Maher
