1 WHAT WE DO
Community Development Department (CDD) is home to several divisions, which work together to maintain and improve the quality of life for residents and visitors. From Planning to Housing to Building and Code Enforcement, CDD focuses on enhancing the quality of life for Richmond’s residents and businesses.
Planning assists the public with information about property regulations and is responsible for developing long-range planning policies and plans, evaluating development projects, and supporting implementation of plans.
Building’s primary responsibility is the enforcement of the California Building Standards Code (California Code of Regulations, Title 24), as adopted by the City of Richmond. The enforcement of these codes is accomplished through the “permit process.” Building also manages the Residential Rental Inspection Program.
Housing serves to keep the public informed about the City’s and other available housing assistance programs, projects, and available resources.
Code Enforcement administers programs designed to protect the public’s safety, welfare, and property value through enforcement of City ordinances and State/Federal laws relating to land use, zoning, housing, public nuisances and private vehicle abatement within the City. 2 WHAT WE DID IN FY 2022-23 (JULY –
