ACTION:
4/20/2021 - approved a one-year contract with Police
Strategies, LLC to analyze and code use-of-force data for 2018 through 2020.
STATEMENT OF THE
ISSUE:
The Police Department seeks to enhance public trust by
making use-of-force data available to the public through written reports and an interactive online dashboard.
RECOMMENDED ACTION:
APPROVE a two-year sole-source contract with Police
Strategies, LLC, in an amount not to exceed $45,000, to analyze and publish use-of-force data, with a term from January 17, 2023 through December 31, 2024, with two
one-year extension options – Police Department (Chief
Bisa French 510-621-1802).

DISCUSSION:
The Police Department seeks a partnership with Police Strategies, LLC to provide transparent and accurate reporting of use-of-force incidents through its Police Force Analysis System. The Police Force Analysis System (PFAS) collects use-of-force data, analyzes the incidents utilizing a wide range of factors, and assigns easy to interpret scores that characterize the extent to which each use of force was legally justifiable.
The resulting information will assist the Police Department in developing operating policies and training programs to address any concerns regarding use-of-force patterns or trends. The PFAS software will also assist the Police Department in building community trust by publishing an online interactive dashboard containing the Department’s use-of-force data from 2018 through 2023.
