STATEMENT OF THE
ISSUE:
The Department of Public Works is requesting City
Council approval for the purchase of new litter vacuum
sweeper for use by the Streets and Parks divisions.
RECOMMENDED ACTION:
APPROVE the purchase of a new Madvac LS175 Litter
Vacuum Sweeper from Owen Equipment in an amount
not to exceed $183,000 including a contingency of
$16,437.91 – Public Works (Daniel Chavarria 510-620-
5478).

DISCUSSION:
This piece of equipment is a new addition to the City of Richmond’s fleet. It will be used to clean and maintain sidewalks at various sites, including but not limited to Civic Center Plaza and the Transit Village-Metro Walk.
The finance department has approved this purchase as in compliance with the Richmond Municipal Code, Section 2.52.320 Piggyback procurement. This allows for a “piggyback” purchase using another agency’s purchase contract if it is in the best interest of the City of Richmond.
Based on the Sourcewell Contract 093021-EXP pricing, Public Works staff is recommending the purchase of the Madvac LS175 Litter Vacuum Sweeper in the amount of $166,562.09 from Owen Equipment as the authorized dealership for Madvac.
There are no vendors in the City of Richmond that can provide a Madvac LS175 Litter Vacuum Sweeper. A contingency of $16,437.91 has been added to the quoted price, for an aggregate purchase of $183,000, to allow for any change orders and/or price changes at the time of delivery.
