DISCUSSION:

The State of California Department of Parks and Recreation awarded the City of Richmond with $8mm in funds to renovate Shields Reid Park, a 5.17-acre park in the North Richmond neighborhood (Attachment 1).

This public park project aims to improve health and wellness, safety, beauty, access to outdoor recreation, and to help catalyze community revitalization for a diversity of ages and abilities. The project includes final design, engineering, and construction of park improvements including: a stage, children’s play areas with integrated artwork, a fitness zone, community gathering areas including a shady grove of trees, handball court, outdoor classroom, a multi-use trail with fitness stations, water play area, bicycle pump track, a public restroom with amenities, perimeter fencing, and lighting. Sustainable design features include green infrastructure for stormwater management, energy efficient lighting, Bay-friendly landscaping, permeable paving, and the use of site furnishings and equipment that utilize recycled content. The park design features include high quality materials and equipment for longevity/durability and low maintenance.

A major component of the project is new public art at five (5) sites as listed and shown below.

1. Site 1a, 1b, 1c, 1d: Four (4) mosaic tile art pieces on the front walls of the Shields Reid Community Center

2. Site 2a, 2b, 2c, 2d: Four (4) panels of mural art on the back walls of the Shields Reid Community Center

In the fall of 2022, and as a collaborative effort, the Arts and Culture Division (ACD) and Community Services Department-Recreation Division (CSD) issued a Request for Qualifications-Proposals (RFQ/RFP) (Attachment 2) and received 17 responses. A review panel evaluated the responses based on criteria outlined in the RFQ/RFP.

Twelve (12) artists were selected as semi-finalists to move forward and respond to a second-phase RFP (Attachment 3). All twelve semi-finalists responded to the second- phase RFP and participated in interviews with the review panel in January 2023. The review panel made their selection of five finalists based on the scores and rankings for each proposal and interview (Attachment 4).

The five selected finalists were then recommended to the Richmond Arts and Culture Commission (RACC). The RACC approved the artists recommendations at its meeting on January 26, 2023.

City staff members are seeking City Council approval to enter into five art contracts, not to exceed a total of $580,000, all with terms beginning March 22, 2023, through June 30, 2026, and as noted below:

1. Javier Rocabado ($110,000) – Site 1a, 1b, 1c, 1d (Attachment 5)
