PREVIOUS COUNCIL
ACTION:
April 7, 2022 and October 20, 2020
STATEMENT OF THE
ISSUE:
The Police Department has been working diligently to fill vacant positions; however, the influx of applicants has reduced the funds available on the current contract with Get Polygraphed, Inc. and seeks to add funds and time
to continue onboarding new hires.
RECOMMENDED ACTION:
APPROVE a second amendment to the contract with Get
Polygraphed, Inc. increasing the compensation in an
amount not to exceed $30,000, for a total compensation
amount not to exceed $60,000, and extending the term to November 1, 2024, for preemployment polygraph
examination services – Police Department (Chief Bisa
French 510-621-1802).
AGENDA
REPORT
March 21, 2023
DISCUSSION:
Pre-employment polygraph examinations are required by the State of California Commission on Police Officer Standards and Training (POST) for all sworn police personnel, communications dispatchers, as well as police cadets, police rangers, records specialists, and jailers. During the hiring process, every applicant to include civilian administration positions are required to undergo a preemployment polygraph examination. The ability to hire and quickly on-board a potential candidate is of great importance since delays can lead to candidates accepting positions elsewhere, forcing the Police Department to reinitiate its recruitment efforts. The inability to quickly fill vacancies exacerbates staffing shortages and workflow in a department faced with rising vacancies and a growing list of eligible retirements in the upcoming year(s).
The Police Department currently contracts with two different licensed polygraph examination firms, Shannon Layer Polygraph and Get Polygraphed, Inc. The agreement with Get Polygraphed, Inc was first amended in April 2022 by increasing the original agreement by $15,000. The Police Department, however, is quickly approaching the agreement maximum due to the effort to hire thirty (30) officers within the next year.
The Police Department is requesting a contract amendment to allow for additional costs in an amount not to exceed $30,000 for a new total contract compensation amount not to exceed $60,000. The amendment will allow Get Polygraphed, Inc. to continue providing pre-employment polygraph examination services extending through November 2024.
The polygraph examiner with Get Polygraphed, Inc. has a proven track record of providing preemployment polygraph services in a timely and efficient manner that expedites the hiring process. The examiners flexibility has allowed candidates to test during off-hours and on weekends.
