STATEMENT OF THE
ISSUE:

The City of Richmond needs emergency repair and
maintenance of the City Hall backup generator transfer
switch to protect essential technology equipment.

RECOMMENDED ACTION:

APPROVE a sole-source contract with Contra Costa
Electric in an amount not to exceed $26,500, for
emergency repair and maintenance of the City Hall
backup generator transfer switch, with a term from March 22, 2023 through June 30, 2023 – Information
Technology (Sue Hartman 510-620-6874/Daniel
Chavarria 510-620-5478).

DISCUSSION:

As part of the Civic Center retrofit in 2009, Contra Costa Electric participated in the installation of the City’s backup generator in support of the 440 and 450 Civic Center Plaza buildings. This backup generator manages and supports sustainable power during a power outage including the City’s essential technology related equipment. The current backup generator transfer switch has experienced multiple failures and requires AGENDA

repair and maintenance. Without this repair, the City’s technology infrastructure is at high risk for failure.

Due to unplanned Pacific Gas and Electric (PG&E) power outages, the City of Richmond's technology infrastructure has been exposed to great risk. Current technology equipment can be damaged during a power outage that, due to supply chain demands for replacement equipment, could cause long term outages including equipment in support of public safety operations.

City staff recommends approval of this contract to repair and maintain the backup generator transfer switch to provide sustainable power to the City’s technology infrastructure.
