DISCUSSION:

The City of Richmond’s Employment and Training Division was awarded $2,972,695 from California Volunteers, Office of the Governor. These funds were allocated to provide Richmond youth and young adults, ages 16 – 30, with transitional employment, academic development, occupational skills training, career pathways, and on-the-job training opportunities in high-wage, high-growth industries (Attachment 1).

The Employment & Training Division is seeking to partner with Rubicon Programs – Richmond, Rubicon landscaping, and the Reentry Success Center. City staff is seeking approval to enter into a contract with Rubicon Programs – Richmond in an amount not to exceed $95,323 with a term commencing March 1, 2023, and ending June 30, 2024, for support in implementing the Beautify Richmond Project, a blight removal and neighborhood revitalization program funded under the California for All Youth grant.

The sole-source justification for the selection of Rubicon Programs – Richmond is as follows (Attachment 2):
 Local organization and cost-effectiveness
 Successful history working with the re-entry population through the Reentry Success Center
 Social enterprise that teaches the needed job skills and a strong support system to the target population through Rubicon landscaping

The partnership will provide job preparedness training and opportunities that will allow program participants to gain work experience important to enhancing their qualifications and advantages toward their ultimate success. Each participant will be allowed to work a maximum of 500 hours at $20/hour (Attachment 3). Employment and Training will be responsible for payroll functions.

The City of Richmond will benefit by having this addition to its labor force to revitalize and clean up the city, grow its own talent pool to fill open vacancies, and assist with other COVID-19 recovery efforts.
