Re: Sewer Line Replacement Project
In accordance with the Richmond Business Opportunity Ordinance (RMC 2.50) “Good Faith Efforts” are the steps undertaken by a “bidder” to comply with the goals and requirements of the Business Opportunity Ordinance, including providing incentives for contracting with Richmond Business Enterprises (RBEs) and Small Richmond Business Enterprises (SRBEs) and contracting with Contractors that subcontract with RBEs and SRBEs.

Below please find a review of the bids received for the abovementioned project:

1. Cratus, INC. – San Francisco, CA - $ 2.245,945.00

2. D’Arcy & Harty Construction, INC. – San Francisco, CA - $1,319,500.00

3. Glosage Engineering, INC. – Richmond, CA - $1,689,602.00

4. W.R. Forde Associates, INC. – Richmond, CA - $2,543,000.00

While Glosage Engineering and W. R. Forde Associates, INC are eligible for rating incentives under (RMC

2.50 (a)(c)) the applied discount still does not reduce their bid amount to be less than D’Arcy & Harty Construction of San Francisco.

D’Arcy & Harty Construction has been deemed the lowest bidder for this project.
