AGENDA
REPORT
April 4, 2023
DISCUSSION:
The entire Bay Area, including Richmond, experienced heavy rains and flooding, from December of 2022 through mid-January of 2023. On January 3, 2023, the City of Richmond Police and Fire Departments responded to reports of a landslide on Seaview Drive. Due to the severe storms, the hillside above Seacliff Drive and Seaview Drive in the Brickyard Cove area became unstable and endangered residential homes on Seaview Drive. Due to the heavy rain, and out of abundance of caution, the residents of the endangered area homes were stron gly recommended to evacuate . That same day, the City of Richmond Emergency Operations Center (“EOC”) was activated to support the incident and protect the community.
On January 9, 2023, during a special Richmond City Council meeting, the City Council ratified the proclamation of emergency that was issued on January 3, 2023, by the Director of Emergency Services (City Manager). California Government Code Section 8630 and Richmond Municipal Code Section 2.20.060 empower the Director of Emergency Services to proclaim the existence or threatened existence of a local emergency when a city is affected or likely to be affected by a public calamity and the City Council is not in session, provided that the emergency proclamation is ratified by the City Council within seven days.
During the existence of the emergency, the Director of Emergency Services is empowered to “make emergency procurements of supplies and services when there exists a threat to public health, welfare, or safety” so long as City Council approval for contracts over $10,000 is obtained. As events unfolded, City staff was able to secure temporary shelter for the evacuated residents and their pets at the Hyatt Place in Emeryville. The Director of Emergency Services also procured security services from Allied Universal Security Services to monitor the evacuated residences. Finally, the City secured the services of Julian Tree Care company, to assist with downed tree s arising from the rainstorms.
The not-to-exceed compensation amounts of the individual expenditures were as follows:
Hyatt Place - $42,000
Allied Universal Security Services - $72,000
Julian Tree Care - $60,000
Ultimately, the services procured from Hyatt Place cost $41,250. Allied Universal Security Services billed the City $42,400, and Julian Tree Services billed the City $12,500. City staff recommend that the City Council approve the emergency contracts issued under the EOC with Allied Universal Security Services and Julian Tree Care, and the emergency expenditure with Hyatt Place Emeryville paid via credit card.
