Since the Community Services-Recreation is not offering and does not have the staff to teach this program to our community through its regular programs, Community Services-Recreation is seeking a partnership opportunity with West Coast Chess Alliance to offer this program free of charge to our community. Although, the net value for the City in this partnership is negative $31,788 annually and $158,940 for a five-year period, the value of this free program to our community outweighs the negative monetary value.
City staff is seeking City Council approval to waive the fees associated with using these spaces for this program and to approve the partnership Memorandum of Understanding between West Coast Alliance and the City of Richmond.
