DISCUSSION:
On August 20, 2021, the City of Richmond’s Employment and Training Division was awarded $893,164 from the U.S. Department of Labor and Training & Employment Administration (DOL/ETA) (Attachment 1). The award is a part of the Workforce Innovation and Opportunity Act (WIOA) National Dislocated Worker Emergency Grant (NDWEG) program, designed to address the workforce impacts resulting from the COVID-19 pandemic, specifically for dislocated workers. Dislocated Workers are defined as a person who has involuntarily lost their job for reasons beyond their control such as:
A person who is long-term unemployed
A person who has been terminated
An individual who is temporarily or permanently laid off as a consequence of an emergency or disaster
An individual who is self-employed and becomes unemployed or significantly underemployed as a result of the emergency or disaster
In November 2022, Hello Fresh closed its Richmond location which resulted in a loss of 611 jobs. Eighty percent of those affected by the plant closure were Spanish-speaking residents. To assist those who were affected by the closure, we are requesting to amend our current contract with Weigh of Life to include outreach, recruitment, and supportive services to the former English Language Learner (ELL) employees.
We currently partner with Weigh of Life in the ELL grant as a core partner to provide the following contractual services:
Client outreach, assessment, career coaching, mentoring Recruitment
Childcare assistance
Weigh of Life has extensive experience in working with the immigrant and ELL population. Their participation in supporting the former Hello Fresh employees will play a significant role in the successful outreach, recruitment, and retention of program participants.
The amended contract with Weigh of Life (Attachment 2) will assist the Employment and Training Division in achieving the benchmarks established by the CAREER grant (Attachment 3).
