RENT BOARD APPLICATION 2023 MAR 20 PM 4: 04

I would like to be appointed to the Rent Board to further the goals of the Rent Ordinance and to help balance the differences between landlords seeking a fair rate of return and tenants seeking relief for market driven rent increases. Since 2016 I've been a tenant in Richmond. Previously, I've owned a single family home in Richmond and I've owned and rented out a townhouse and a condo. Because of these life experiences, I'm able to understand housing issues from the point of view of the landlord and the point of view of the tenant.

Richmond's Rent Control Program, established by Ordinance, has become a valuable governmental agency to assist the citizens of Richmond to achieve a fair housing market - fair to both landlords and tenants. The Rent Board's role is based upon a complex network of regulations, statutes, case law, staff input/support, etc. My legal background has trained me to research and understand complex issues and I'm willing to put in the time to learn the many aspects of the Richmond Rent Program. For example, I recently spent 2 hrs. learning from Mr. Oshingua's presentation of the MNOI the process chosen by the Board.

There is a tension between the public's need to petition for various changes and outcomes using clear forms and procedures and the Rent Programs need for a structured process, procedures and forms to maintain a stable process without the chaos of multiple exceptions. I would like to assist in ensuring that the Rent Board, in doing its work, is a fair and just part of City Government, furthering the interests of the community, the Program and the City of Richmond.

Thank You.
