DISCUSSION:

The Richmond Police Department (RPD) plans to hire at least 30 officers in the next two fiscal years. Although new hires complete live-fire training in the academy, the Police Department also requires new hires to pass their range tests with department issued service weapons. Since a shooting bay rental – which is a designated shooting space that helps to ensure safety while shooting and is about four feet wide to allow one shooter a safety zone to handle live rounds and fire a weapon - can only accommodate three to four trainees per day, we need to either add more shooting bays or more days to the contract costs.

In addition to the required 40 hours of firearms training and policy review for new hires, the police department uses the range for the following:

1. The Tactical Response Team (TRT) and Special Weapons and Tactics (SWAT) units utilize the range for training that is specific to their respective units since they operate together in critical situations.

2. Advanced Officer (AO) Firearms Training, which is mandated by POST every other year. This was completed this year.

3. The department provides four range days per year to retired employees to complete their Concealed Carry Weapon (CCW) qualification at the range.

4. The Firearms and Tactics Unit conducts monthly training that includes four training days per month for eight months. Note, these training days are used to fulfill/complete other necessary tasks as required. This includes time allotted for injured officers who are returning to duty and must first complete a pistol shooting qualification.

5. For officers and/or range staff to check/test repaired equipment, etc.

6. Peace Officer Standards & Training (POST) approved/controlled rifle class which certifies/allows officers to be patrol rifle certified. This class is 40 hours long (four range days) and one to two classes are held per year based on the need.

The proposed $40,000 contract amendment would allow RPD approximately 57 training days with two bays per day (cost is $350/bay per day). The above-mentioned (items 1- 6) rental uses equate to approximately 71 days. However, specialized training used by smaller groups (e.g., sniper training, etc.) can be limited to one bay in order to stay within the contract amendment funding request.
