On January 31, 2023, the Finance Department issued a Request for Proposals (RFP) for Auditing Services for the Port of Richmond (Attachment 1). The RFP was posted on the City’s BidsOnline system where 320 vendors were notified, and 14 vendors downloaded copies of the RFP. On February 27, 2023, one electronic proposal was received. The proposal was reviewed by City staff and evaluated based on the following evaluation criteria:

 Cost of Proposal – 25%

City staff is seeking City Council direction regarding the Audit Service RFP for the Port of Richmond. Items for consideration (or a combination of items) the City Council may want to include in their discussion before directing City staff are:

 Cancel solicitation and issue new RFP with modifications to the scope of work while broadening the vendor outreach.
 Accept the proposal from GPP Analytics and award a contract for an amount not to exceed $81,750. Contractor would provide services as set forth in their proposal (Attachment 2).
 Cancel solicitation and direct City staff to work with City auditor to provide financial information requested by City Council.
 Cancel solicitation and direct City staff to issue RFP to hire a consultant to develop a Strategic Plan for the Port. The goal of the strategic plan would be to provide a clear roadmap for achieving the Port’s long-term goals and objectives while addressing key challenges and risks.
