DISCUSSION:

The Yellow Brick Road project is a community-driven effort to provide safe walking and bicycling routes for Iron Triangle Neighborhood residents. On October 19, 2021, City Council approved a sole-source for the Greening the Yellow Brick Road contract (see Resolution 122-21). The proposed amendment is for the beautification and safety phase of the project.

The concept was developed by local youth and is being championed by Pogo Park, a local non-profit that hires, trains, and provides opportunities to Iron Triangle Neighborhood residents. The project includes pedestrian improvements, bicycle improvements, traffic safety improvements, enhancing landscaping, and increasing the tree canopy. Pogo Park completed, and the City submitted, a grant application to the California Department of Transportation Clean California grant for Greening the Yellow Brick Road-Clean Green and Beautiful project. Section 1.6 Sub-Applicant Information and Section A.1 Project Location and Description of the grant application named Pogo Park as a project partner and stated grant funds would be utilized to hire Pogo Park for a portion of the project. Pogo Park’s unique model directs grant funds into the community to hire, train, and empower residents to do a significant portion of the work themselves and awards contracts and procures materials locally from Richmond businesses. The grant was awarded, and the project was designed and is currently in construction.

The current construction project includes federal Active Transportation Program (ATP) grant funds, local Environmental & Community Investment Agreement (ECIA) funds, state Urban Greening Program funds as well as California Department of Transportation Clean California grant funds. The Clean California grant is for various clean, safety, and beautification elements of the project, including lighting, public art, existing calming circles, entry markers, pedestal route markers with sculpture, decorative treatment on raised intersections and bricks stenciled on Yellow Brick Road route, signage, dog waste stations, benches, waste receptacles, landscaping, tree planting, and tree establishment and maintenance.

The original sole-source contract with Pogo Park for the Yellow Brick Road Project was approved for $1,257,950. City staff is now recommending approval of a first contract amendment with Pogo Park, in the amount of $1,466,069, to address funding shortages of the project, for a total contract amount not to exceed $2,724,019. The funding shortages are a result of design concept construction costs which escalated 30 percent during the design phase resulting on downscaling the projects for the construction phase to meet the original budgets. The City, in partnership with Pogo Park, looked for additional funding to complete the beautification elements which are now the source of the contract amendment funded by the recently awarded Clean California grant. The proposed work conforms to the Yellow Brick Road Clean Green and Beautiful project grant scope of work and is reimbursable under the grant.
