AGENDA
REPORT
April 18, 2023
DISCUSSION:
Working in concert with community residents and on behalf of the City, Pogo Park submitted a successful $8.5 million “Prop 68” grant application to the State of California Parks and Recreation Department for the Harbour 8 Expansion Project. Pogo Park also submitted a successful $4.9 million Clean California grant to the California Department of Transportation for additional construction costs needed for the Harbour 8 Expansion Project. The redesigned park will include a community hall, children’s play area, restroom, general play area, picnic area, bike and walking paths, lighting, public art, security cameras, and landscaping.
City Council approved the first contract amendment with Pogo Park on July 19, 2022 in the amount of $5,370,000 for the construction phase of the Harbour-8 Expansion Project.
City staff members recommend approval of a second contract amendment with Pogo Park in the amount of $2,196,225 to address funding shortages in the construction phase of the project, for a new total contract amount not to exceed $9,155,725. The funding shortages are a result of design concept construction costs which escalated 30 percent during the design phase resulting in downscaling the projects for the construction phase to meet the original budgets. The City in partnership with Pogo Park looked for additional funding to install metal gates, an architectural metal fence, wood fence with mural, brick wall with metal fence, pavers, and public restroom. The California Department of Transportation awarded the City the Clean California grant for additional funding largely due to Pogo Park’s innovative community engagement activities and to support a community design and build model for this project.
The successfully awarded Harbour 8 grant application in Section 5A, Employment Opportunities and Section 6 Partnerships or Committed Funding states that the City of Richmond, in partnership with Pogo Park, will utilize a sole-source contract to lead, direct, and manage the entire process of designing and building the new Harbour-8 Park. In turn, Pogo Park will use funds from the City’s contract to hire, train, and empower community residents to perform a significant portion of the work themselves.
Pogo Park will engage Richmond-based contractors and will ensure participation of local residents in the construction process..
