Sole Source Rationale: PLEASE ANSWER ALL THE FOLLOWING QUESTIONS: Explain why the recommended company is the only company that can meet the requirement. Address the following: Are there any other companies who can do this job? What condition ( e.g. technological superiority, or performance risks, etc.) exists so that the recommended company has a significant advantage over any other company who can do this job? It is impmtant to sufficiently address the key reason for awarding an order/contract without soliciting competitive bids. The rational must be clear and convincing, avoiding generalities and unsupported conclusions.

This Level Ill rated tactical blanket system may have a misleading name, this is not a soft cozy blanket, but a portable wall type shield - and it is the only one of its kind that is rated to withstand rifle rounds. The individual pieces can be linked together to form a solid, mobile shield, that SWAT and Special Teams can use when encountering a barricaded suspect, or preparing for entry.
Many of the "blanket" shield systems found on line are soft, flexible, Kevlar coated fabric only rated for handgun rounds - and although the blanket may stop the bullet from penetrating skin, the impact from the bullet hitting the blanket can transfer to the officer behind it, causing a range of injuries. Because Instant Armor's Level Ill rated protection is rigid, a round fired by a rifle will not transfer enough energy to the user directly behind it, keeping all the officers safe and reducing the chance of a minor, or life-threatening injury. Many other SWAT agencies across the country use this vendor, as it is the only one with the patent - please see attachment A-2 for a list of agencies.
