AGENDA
REPORT
November 1, 2022
The Port of Richmond presents a great economic opportunity for the City of Richmond.
We are currently creating a local Green-Blue New Deal to catalyze new green and blue jobs for Richmond residents and the Port of Richmond could be one of the hubs to host new clean businesses that will help to build a just, equitable, resilient, and sustainable future for the city of Richmond.
Over many years, the Port has had many challenges including financial challenges. It is very important to have a detailed finance information about the economic activities of the Port so it could inform the City Council and the public of the potential opportunities that we have there.
A full audit that looks at past and current economic activities will help us understand what challenges and opportunities the Port has and if the current activities in the Port are bringing sufficient economic benefits to the City of Richmond.
We would like to have a study session presentation to the City Council in January 2023 so we can begin to look at new opportunities in the new year. The Audit report should include but not limited to:
1. Information of all the leases and subleases of the Port, including start dates and expiration dates.
2. Current approved uses of each terminal.
3. Information of all the businesses’ economic activities and every registration that they have with the City of Richmond (for instance business licenses).
4. Information that is available about all the RFPs put out by the City. How long they were out for the public to know and how many applicants each RFP had.
5. Detailed budget information: (a) 10-year cash flow report, (b) rent roll information of the current leases (c) all transfer in and out, (d) rent roll information of each sublease.
6. Loans made to the Port from the General Fund and back payments if there have been any.
7. Environmental and health-oriented policies that are currently in place for the Port.
8. Compliance with internal controls, procedures, and governmental rules and regulations and performance - whether defined objectives were achieved.
