AGENDA
REPORT
April 18, 2023
DISCUSSION:
As part of its oversight of the Nevin Plaza housing complex, the Richmond Housing Authority (RHA) required, and the RHA Board of Commissioners approved a contract with Intergraded Security Management Group (ISMG) for security services. The property has now been transferred to a new owner. This fourth and final proposed contract amendment seeks authority to increase the payment limit by $211,000 to resolve the remaining unpaid invoices and close out the contract with ISMG.
In 2018, RHA completed a competitive selection process to procure security services.
On November 27, 2018, the Request for Proposals (RFP) for Unarmed Security Guard Services was posted. Through Bids Online, 487 vendors were notified of the RFP and 24 prospective bidders downloaded the RFP. Throughout the RFP open period, prospective bidders had opportunities to ask questions and receive answers to their inquiries on Bids Online.
Responses to the RFP were due on December 19, 2018. Thirteen proposals were received. City staff conducted a two-step process to evaluate and select the best security services contractor for the RHA. First, the proposals were evaluated by a panel consisting of representatives from RHA, the Richmond Police Department, Oakland Housing Authority, and the City’s Public Works and Finance Departments. Four proposals were identified as the top candidates and were invited to be interviewed. The committee provided additional questions to the vendors and requested additional responses.
City staff recommended and the RHA Board approved a contract with ISMG as the contractor to service RHA properties for security services based on their experience working with other housing authorities with diverse populations.
The performance of ISMG has continued to be satisfactory; therefore, RHA is seeking a fourth contract amendment to increase the payment limit amount by $211,000, for a total not-to-exceed amount of $2,389,511, to pay unpaid invoices and close out the ISMG security services contract at Nevin Plaza. The security contract funds up to two security personnel at Nevin Plaza.
