RECOMMENDED ACTION:

APPROVE the Production Agreement Contract with Pyro
Spectaculars North Inc., in the amount of $65,000, to
provide a fireworks display show for the City of Richmond on July 3, 2023, at the Marina Bay Park – Community
Services Department (Ranjana Maharaj/Kymberlyn

DISCUSSION:

Each year, the City coordinates with several departments, vendors, and agencies to host the Annual Third of July Fireworks celebrations. The planning and coordination of the annual fireworks event starts as early as January. A special event permit is routed as part of the approval process which requires approvals from the Richmond Police Department, Fire Department, and other City departments. The vendor is required to coordinate barge services, approval to use a port for loading fireworks, and other permits.

The Recreation Division of the Community Services Department completed all prerequisites mandated to implement the Third of July Fireworks Celebration. The Request for Proposal for the fireworks show was posted on the City’s Bids Online system on December 1, 2022. Pyro Spectaculars North Inc. was the only vendor to respond to our request. This vendor provided the City’s fireworks show in 2022.

City staff recommends that City Council approve the Production Agreement Contract with Pyro Spectaculars North Inc., in the amount of $65,000, to provide a fireworks display show for the City of Richmond on July 3, 2023. City staff will adhere to all local, state, and federal rules to keep our community safe during this event.
