STATEMENT OF THE
ISSUE:

The Department of Public Works is requesting City
Council approval for the purchase of one replacement
street sweeper to be used by the Street Sweeping
division.

RECOMMENDED ACTION:

APPROVE the purchase of a new Elgin Crosswind 1
Regenerative Air Street Sweeper from Owen Equipment
in an amount not to exceed $430,000, including a
contingency of $38,708.32 – Public Works (Daniel
Chavarria 510-620-5478 / Dee Karnes 510-231-3044).

This item was continued from the April 18, 2023, and
May 2, 2023, meetings.

DISCUSSION:

The Fleet Maintenance division must replace a 2017 model-year street sweeper that has met and exceeded its useful lifecycle of five years. The decision to replace a vehicle or equipment based on lifecycle includes the age, mileage, and repair costs over the life of the unit. The unit is then rated on a point system that is generated through an AGENDA
REPORT

equipment replacement report. The highest number for each of these three factors is five for a total of 15 points. Once the unit gets a rating of ten or higher, it should be added to the replacement list.

The new street sweeper will meet updated air emission standards and will be used by the Street Sweeping division of Public Works.

The finance department has approved this purchase to be in compliance with the Richmond Municipal Code Section 2.52.320. Piggyback procurement allows for a “piggyback” purchase using another agency’s purchase contract if it is in the best interest of the City of Richmond.

Based on the Sourcewell Contract 093021-ELG pricing, Public Works staff is recommending the purchase of the Elgin street sweeper in the amount of $391,291.68 from Owen Equipment as the authorized dealership for Elgin. There are no manufacturers of Elgin street sweepers in the City of Richmond. A contingency of $38,708.32 has been added to the quoted price, for an aggregate purchase of $430,000, to allow for any change orders and/or price changes at the time of delivery.
