RECOMMENDED ACTION:

APPROVE a contract with the Youth Finance Institute of
America to provide workforce training and employment
services to youth funded under the California for All
Youth grant, for a total amount not to exceed $53,353,
and a term from May 17, 2023, through September 1,
2024 – Community Services Department (LaShonda
White 510-620-6828/Tamara Walker 510-307-8006).

DISCUSSION:

The City of Richmond’s Employment and Training Division (E&T) was awarded $2,972,695 from California Volunteers, Office of the Governor. These funds were allocated to provide Richmond youth and young adults, ages 16 – 30, with transitional employment, academic development, occupational skills training, career pathways, and on-the-job training opportunities in high-wage, high-growth industries (Attachment 1).

On December 12, 2022, E&T released a Request for Proposal (RFP) to community- based organizations to support the delivery services under the California for All Youth grant (Attachment 2). E&T received two applications – one from Richmond Police Activities League (brought before City Council in April 2023) and another from Youth Finance Institute of America. E&T reviewed and scored the proposals and decided to work with both organizations to help implement this grant (Attachment 3).

Therefore, E&T is seeking to partner with Youth Finance Institute of America to provide workforce training and employment opportunities for youth through the Youth Finance Institute of America Internship Program. The partnership will provide financial literacy, public speaking, facilitation training, job preparedness training, workplace skills training, IT Training, and community service opportunities that will allow program participants to gain work experience important to enhancing their qualifications and advantages toward their ultimate career success. Each participant will be allowed to work a maximum of 500 hours at $20/hr. E&T will be responsible for payroll functions.

By approving this contract, the City of Richmond will help in growing its own talent pool to fill open vacancies, assist individuals as they continue to recover from the impacts of COVID-19, and support youth in gaining new skills (Attachment 4).
