A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RICHMOND ESTABLISHING A MASTER FEE SCHEDULE FOR THE SERVICES RENDERED BY CITY DEPARTMENTS . THIS
RESOLUTION ESTABLISHES AND ESTABLISHING A FEE SCHEDULE WHICH WILL TO
IMPLEMENT COST RECOVERY, WHICH AND WILL SERVE AS THE BASIS FOR FUTURE FEE ADJUSTMENTS.

WHEREAS, Section 2.34.040 of the Municipal Code of the City of Richmond provides for the establishment of a Master Fee Schedule for the fees to be charged by the various City departments for City services; and
WHEREAS, the City Council of the City of Richmond desire s to enact a Master Fee Schedule, which updates the fees assessed by the City departments to reflect t he actual cost s associated wi th providing the service s, as supported by the anal ysis prepared by Willdan Financial (incorporated herein by reference); and
WHEREAS, the City Council of the City of Richmond desire s to enact a Master Fee Schedule which that can be utilized as the basis for t he future fee adjustments bas ed on the Employment Cost Index.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Richmond that, in accordance with Section 2.34.040 of the Municipal Code of the City of Richmond , there is hereby established a Master Fee Schedule for the City of Richmond.
BE IT FURTHER RESOLVED that the Master Fee Schedul e for the City of Richmond which is established by this resolution is attached hereto as Exhibit A and is incorporated herein by this reference.
BE IT FURTHER RESOLVED that all fees set forth in the Master Fee Sched ule shall become effective thirty days after the adoption of this resolution.
BE IT FURTHER RESOLVED that if any fee set forth in the Master Fee Schedule is for any reason found to be unconstitution al or invalid, such a decision shall not affect the validity of the remaining fees contained in the Master Fee Schedule.
BE IT FURTHER RESOLVED that the City Council hereby declares that it would have adopted each of the fees individually set forth in th e Master Fee Schedule irrespective of the unconstitutionality or invalidity of any particular or specified fee.
