Cumulative impacts Cumulative Analysis
Mandatory findings of significance
Alternatives Analysis *
Not only are impacts clearly mitigated to less than significant levels, any other potential site in Richmond would increase truck traffic to and from the WCCCSL and result in increased emissions. In the "non-project" scenario, there would be no clean hydrogen project and air quality is worse than as demonstrated with the project.
Growth Inducement
Raven will be creating new jobs in Richmond and Contra Costa County as well as providing clean hydrogen fuel for local fuel stations, potentially adding more jobs and providing additional broader environmental improvements in accordance with the City's General Plan and the 2022 CARB Scoping Plan .

The completed HRA by Ramboll (reviewed by ESA) goes beyond the 1,000' CEQA requirement, with checkpoints at 3,000', 4,000', and 6,000'. HRA clearly demonstrates that Raven will be IMPROVING air emissions and health risks upon operation.
