DISCUSSION:

In December 2022, the Employment and Training Division of the Community Services Department was awarded additional grant funds in the amount of $500,000 from the United States Environmental Protection Agency (“EPA”). The EPA grant was awarded to the City of Richmond to provide opportunities for unemployed Richmond residents through certification classes at RichmondBUILD. The certification classes will include HAZ Whopper 40, OSHA 10 and OSHA 30, First Aide/CPR, Asbestos, Lead Abatement, Traffic Control, and Confided Spaces. The grant will also fund certifications in EV Charging Installation, Solar Installation, and Building Performance. Key partners in this grant program include Universal Safety & CPR, Net Electric, the Association for Energy Affordability, and RichmondWORKS.

Grant funds will be used to serve the re-entry population, women in non-traditional roles, and community members who lost their jobs through no fault of their own or who may be seeking a career change. This EPA grant was highly competitive and is funded by the Biden Administration’s 2021 Bipartisan Infrastructure Law. Employment & Training’s RichmondBUILD project was one of only twenty-five grant recipients across the country to receive the award.

This grant was awarded after the City adopted the FY 2022-23 budget; therefore, a resolution amending the budget is necessary for Employment and Training to accept and appropriate these funds.
