AGENDA
REPORT
May 16, 2023
DISCUSSION:
City Council approval is required to amend the City's authorized staffing (position control). Therefore, Human Resources is requesting the following amendments to position control:
Add one (1) Project Coordinator (grant-funded), add one (1) Housing Services Supervisor, and delete one (1) Planner II to the Community Development Department's authorized staffing (position control)
Add one (1) Police Administrative Manager and delete one (1) Civilian Administrative Manager to the Police Department's authorized staffing (position control)
Community Development – Project Coordinator and Housing Services Supervisor
Project Coordinator
In 2022, the City of Richmond was awarded a $35 million Transformative Climate Communities implementation grant to enable the City to implement neighborhood-level projects that address environmental justice concerns. Oversight of the grant will involve community engagement, partner coordination and management, grant reporting, project implementation, monitoring the progress and project timeline, evaluating project performance, and ensuring stakeholders are informed throughout the project life cycle.
The incumbent will oversee and manage the disbursement of the grant monies and oversight of the grant as described above. This position is grant-funded and will be required to serve in this role for the duration of the grant.
Housing Services Supervisor
As part of the Homelessness Strategic Plan (HSP), a near-term recommendation is for the City to have a dedicated position focused on unhoused services and HSP implementation and reporting. The City Council has provided policy direction that they desire to see an expansion of services to address homelessness City-wide. The classification of Housing Services Supervisor will focus on managing unhoused services providers, producing reports on expenditures and program outcomes, seeking expansion of services through grant writing, developing enhanced data collection and reporting procedures to track outcomes, and developing and expanding partnerships around addressing homelessness. The addition of a Housing Services Supervisor will allow the Housing Manager to focus on other housing-related work, including overseeing regulatory agreements and creating new affordable housing opportunities in the City.
Police Department- Police Administrative Manager
The Police Department seeks to appoint a Police Administrative Manager which will be assigned to the Administrative Bureau. The incumbent will manage the contract

process, serve as the department's Human Resources liaison, and supervise civilian/non-sworn employees within the Police Department. This position will allow for the long-term stability of these duties and allow the sworn lieutenant assigned to the Administrative Bureau to focus primarily on recruiting, hiring, training, and policy review/updates.
During the preparation of the Fiscal Year 2022-2023 budget, a placeholder for the Civilian Administrative Manager was added. However, the job title should be Police Administrative Manager instead. Therefore, Human Resources is requesting that the job title be corrected to the title of Police Administrative Manager.
Human Resources is seeking City Council approval to add one (1) grant-funded Project Coordinator Position, and reallocate one (1) Planner II position in the Housing Division to a Housing Services Supervisor within the Community Development Department's position control.
FISCAL IMPACT:
There is a fiscal impact for the reallocation of the Planner I/II to the Housing Services Supervisor. We are requesting appropriation of the funds for all associated wages, salaries, and benefits.
The annual salary and fiscal impact figures reflected below are estimates based on the current salary range and benefits costs projections. The annual salary and benefits impacts reflected below are a combination of base salary and projected benefits costs.
Below is a table that delineates the salary and benefits cost difference between Planner I/II and Housing Services Supervisor:
