amendment between the City and SEIU Local 1021 Full-Time General Employees and Part-Time & Intermittent Bargaining Units, providing for implementation of the Segal Classification and Compensation Study for SEIU Local 1021 Full-Time

DISCUSSION:

On April 21, 2020, the City entered into a contract with The Segal Group, Inc. to conduct a comprehensive City-wide classification and compensation study to yield recommended classification specifications and a proposed competitive salary structure.

The Segal Group, Inc. conducted an extensive salary survey, reviewed over 230 job titles, and received and analyzed job description questionnaires from approximately 330 employees. At the completion of the study, the Segal Group, Inc. recommended the establishment of a new salary structure and an overhaul of the job descriptions to ensure uniformity and modernization. In addition, several classifications were retitled to better describe the job duties being performed, and classifications deemed obsolete were recommended for removal.

The Human Resources Department negotiated in good faith with SEIU Local 1021 Full- Time General Employees and Part-Time & Intermittent Employees bargaining units regarding the implementation of the recommendations of the study. The parties have come to an agreement about the implementation of the study via a contract amendment agreement. The agreement provides for:

 Implementation of the Segal Classification and Compensation Study for the General Employees Bargaining Unit as negotiated by the parties.  The City to increase base wages for all SEIU-represented classifications in the General Employees Unit and the Part-Time & Intermittent Unit in the amount of four percent (4%) effective the pay period which includes July 1, 2023. The four percent (4%) base wage increase is separate from agreed upon equity adjustments for the General Employees Unit.

The Human Resources Department is bringing forth the ratified contract amendment for City Council’s approval of the four percent (4%) base wage increase effective July 1, 2023, for the Full-Time General Employees Unit and the Part-Time & Intermittent

RECOMMENDATION:

City staff recommends that the City Council approve the ratified contract amendment between the City and SEIU Local 1021 Full-Time General Employees and Part-Time & Intermittent Employees units. Approval provides authority for the four percent (4%) base wage increase effective July 1, 2023, for the SEIU Local 1021 General Employees Bargaining Unit, the four percent (4%) base wage increase effective July 1, 2023, for the SEIU Local 1021 Part-Time & Intermittent Bargaining Unit, and authorizes implementation of the Segal Classification and Compensation Study for SEIU Local 1021 Union Full-Time General Employees Unit. City staff also recommends that City Council adopt the associated resolution amending the existing salary schedule for the two units with the addition of the four percent (4%) base wage increase effective July 1, 2023.

NEXT STEPS:

Upon approval of the resolutions adopting the ratified contract agreement, salary schedule showing the four percent (4%) base wage increase, and authorization to implement the Segal recommendations, Human Resources staff will implement the four percent (4%) base wage increase effective July 1, 2023, for the SEIU Local 1021 Full- Time General Employees and Part-Time & Intermittent Employees bargaining units.

Additionally, Human Resources staff will continue to collaborate with the SEIU Local 1021 Union to finalize the Full-Time General Employees job descriptions and classification deletions and retitles, which must be approved by the Personnel Board.

Following Personnel Board approval, City staff will present to City Council the final salary schedule reflecting the study and equity changes for approval.
